STATEMENT ON THE TWENTY-NINTH REPORT OF NATIONAL FINANCE COMMITTEE ON BILL C-74

Honourable senators, I rise on this occasion to put on record my concerns about Bill C-74, the budget implementation act, 2018, and to speak to this report. This bill implemented provisions of the budget tabled in Parliament last February, as well as a few new provisions that were not included in the original budget. I’m deeply concerned about this bill, which was unexpectedly rushed through the Senate during Routine Proceedings. While Canadians from coast to coast to coast are preparing to c…

RESPONSE TO THE MESSAGE FROM THE HOUSE OF COMMONS, MOTION FOR CONCURRENCE ON BILL C-45

Honourable senators, I rise to add a few more comments to this very important debate before our vote on the message from the house. I was very disappointed at the message regarding the number of amendments that were rejected. I know the talking points say of 45 amendments, this many were accepted, but really, the vast majority of the amendments that the government accepted were their own technical amendments that were introduced by Senator Dean at committee. If the third reading debate is any …

C-45 (CANNABIS LEGISLATION) THIRD READING DEBATE

Honourable senators, Based on the debate thus far, I feel obligated to rise to be the voice of constituents I have met with, most recently this past week with a woman who lives in an apartment complex. In response to what Senator Eggleton said, namely that “condominiums should have control over that,” meaning what happens in the building, I can assure senators that, depending on the strata council and the building management, it will vary. TRIBUTE TO THE LATE JORDAN MARKLUND

Honourable Senators, today I rise to tell you an incredible story. It's an indelible story that is etched in the hearts of his father Wayne Marklund, his mother Wendy Burghardt and her husband Ralph Burghadt, his friends (Tess Morgan, Kate Lawson, Tristan Douglas, and more); and is being written around the world by perfect strangers like Andrew Smith and fellow globetrotters who have been inspired by this story of death and loss and life ever after. SECOND READING SPEECH ON BILL C-45

Honourable senators, I rise also today to speak at second reading of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts. So much has been said already and, like Senator Andreychuk, I chose to highlight a few additional points that I felt were not as fully discussed. But I want to first commend both the sponsor, our critic Senator Carignan, the committees that are currently looking at portions of this very important bill…
